Government Affairs Program and Legislative Manager
JOB SUMMARY
Kutak Rock LLP seeks a Government Affairs Program and Legislative Manager in its Washington, D.C. office. This role supports the firm on federal policy and corporate issues by tracking and reporting on federal agencies, policy, legislation, and the federal appropriations process, meeting planning, communications, and develop policy related to nuclear energy, spent nuclear fuel and environmental cleanup issues. This position will also be a leader in the staff of the Energy Communities Alliance (ECA) (www.energyca.org).
RESPONSIBILITIES
- Manage and plan the ECA’s association meetings
- Develop communication documents for local communities to understand issues related to DOE activities and nuclear energy
- Track and analyze policy related to environmental cleanup, nuclear energy, NNSA defense policy, annual appropriations and authorization, federal policy, workforce, and other issues
- Track, analyze, and report on legislation related to federal and other issues
- Track, analyze, and report on client priorities in the federal budget including authorizations and appropriations, all stages of the budget process (e.g., request, markup, final passage), specific funding levels for programs and accounts, and provisions and report language
- Communicate with federal, state, and local government and other officials
- Prepare formal memoranda and research reports for clients
- Research federal programs, budget issues, legislation, regulations, statutes, and agency guidance
- Prepare state and federal legislation and law tracking reports regarding various client issues
- Prepare proposals to provide legal services; identify required format and content, collect needed information from parties within the firm, write introductions and executive summaries
- Prepare and update an annual guidebook containing regulations, statutes, agency guidance, and other materials related to the disposal of federal real estate
- Compile and distribute news related to client issues to an internal audience via an electronic newsletter on a daily basis
Prepare a daily external email including a compilation of relevant articles, press releases, and original reporting - Utilize social media to access membership and decision-makers
- Write a regular blog and newsletter
- Manage website content and communications
- Support the firm related to client issues in other areas
- Travel as required (at least 4 meetings annually)
- Other duties as assigned
QUALIFICATIONS: Skills and Abilities
- Strong research and reporting skills as significant writing and communication with elected officials is required
- Clear, concise, and effective written communication skills
- Interest in federal policy including clean energy, nuclear energy, federal land reuse, and environmental issues
- Knowledge of U.S. Government institutions and processes
- Knowledge of the federal legislative and budgeting process
- Ability to manage multiple tasks, manage deadlines, prioritize, and complete diverse projects
- Ability to write and edit expository and persuasive materials for various audiences, including clients, lawmakers, agency officials, industry experts, and local government officials
- Ability to track and report on diverse, fast-moving legislation and other federal law/rule-making issues
- Experience working in teams
QUALIFICATIONS: Education and Experience
- 2+ years of association or government related experience preferred
- Experience communicating complex information in a style and format that can be easily understood while including all necessary details
- Experience with meeting planning
- Bachelor’s degree required, master’s degree or equivalent preferred
Position Information
Status: Non-Exempt
Salary Range: $55,000-$75,000 per year, commensurate with education and experience
Work Arrangement: Hybrid 3:2 All employees will be in office for an introductory period as determined by Hiring Manager.
