Human Rights and Labor Standard Manager

Here's what you can expect to do:

Supervise and coach a team of human rights and labor standards investigators, managing caseloads and ensuring quality investigative work.

Lead investigations into discrimination and labor violations involving housing, employment, public accommodations, and local ordinances such as Minimum Wage and Earned Sick and Safe Time (ESST).

Serve as a subject matter expert, interpreting civil rights law, guiding conciliation efforts, and ensuring compliance with HUD and EEOC contractual obligations.

Develop policies and outreach strategies to improve equity, educate the public, and promote voluntary compliance by employers and housing providers.

Improve systems and processes, such as creating standard operating procedures, implementing risk mitigation strategies, and supporting data-informed decision-making.

Position Requirements

Eight years of progressively responsible experience leading projects and programs involving labor standards or human/civil rights, in two or more of the following areas: federal and/or state compliance application (including Affirmative Action and Equal Employment Opportunity); litigation and/or trial work, attorney experience in a law firm or in the courts; investigative work; or diversity, equity, and inclusion work.

And

One year of lead or supervisory experience is required.

Education may be substituted for experience as follows:
 

  • A law degree from an accredited law school, plus two years of experience; or
  • A Bachelor’s Degree in Civil Rights/Human Rights, Social Work, Public Policy, Public Administration, Business Administration, or a related field, plus four years of experience; or
  • Two years of relevant college coursework or an associate degree in Civil Rights/Human Rights, Social Work, Public Policy, Public Administration, Business Administration, or a related field, plus six years of experience.

Assessment: Qualifications Rating

The Qualifications Rating is an assessment of your completed application and answers to the Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

Open Job Posting: This posting is open to anyone who meets the position requirements. 

Eligible Lists: Eligible lists are typically created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.

Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.

Pre-Employment Screening: This position requires a background check which may include criminal history and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer, if qualifying based on education.
