Human Resources Specialist, OPT 1

Hiring Specialist

Essential Functions

 

  • Serves as a Lead Interviewing Officer the IGB.
  • Performs complex, specialized professional duties in the area of position classification.
  • Independently responsible for contractual hiring process.
  • Provides Journeyman level advice related to Transactions.
  • Provides guidance and technical assistance to assigned HR staff and immediate supervisor.
  • Conducts special project as request to provide professional assistance to IGB management and staff.
  • Provides technical expertise applicable to the personnel program.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

 

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Conditions of Employment

 

  1. Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  2. Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  3. Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
  4. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  5. Pass Illinois Gaming Board’s background investigation (background check).

Specialized Skills

  • Of the years of experience, requires two (2) years professional working experience in the contractual hiring and Rutan interviewing processes;
  • preparing and completing hiring related forms;
  • knowledge and ability to train others in State of Illinois hiring processes; and
  • working experience using the following personnel related systems: Personnel Examination and Eligibility Records System (PEERS), Human Resources Information System (HRIS) Reporting and Tracking, and NEOGOV Posting system.
  • Requires working knowledge of Microsoft Word, Excel, Outlook and Access

Preferred Qualifications

  • Two (2) years of experience utilizing the State of Illinois Personnel Code, Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts or similar legislated/negotiation rules.
  • Two (2) years of experience working with personnel-related computer systems, such as, Personnel Examination and Eligibility Records System (PEERS) and Human Resources Information System (HRIS) or similar personnel software.
  • Two (2) years of experience gathering and compiling data for the purpose of generating reports.
  • Intermediate proficiency using Microsoft Word or similar word processing software.
  • Intermediate proficiency using Microsoft Excel or similar spreadsheet software.
  • Intermediate proficiency with the remaining applications in Microsoft Suite – PowerPoint, Outlook.
  • Two (2) years of experience reading, assimilating information and data, and recalling, with a reasonable degree of proficiency, facts and figures.
  • Two (2) years of experience articulating human resources administration information in descriptive terms to others not versed in the personnel system.
