Principal Business Analyst

Position Description

The City of Minneapolis Information Technology department is hiring for two (2) vacancies in the following areas:

• One position will focus on project intake and portfolio coordination (PMO) 
• One position will be supporting Enterprise resource planning (ERP) systems 

These positions will act as the bridge between the business and technology teams on large enterprise initiatives, teaming with a project manager and technical leaders to plan and execute City projects. 

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

 

Overall Job Duties and Responsibilities

  1. Act as a liaison between stakeholder, customer, developers, architects, and subject matter experts.
  2. Assist and take lead where needed with the project managers and customer departments around organizational change management efforts.
  3. Apply problem solving and critical thinking skills to complex problems
  4. Lead efforts to recommend IT solutions by creating or evaluating business practices, workflows, diagrams, culture, products, and objectives, that meet the needs and requirements of the customers, and leverage investments in IT infrastructure, software applications, and people.
  5. Facilitate sessions that document the 'as is' and/or the 'to be' processes and procedures of business operations and integrate customer provided subject matter expertise.
  6. Work across the project team including project managers, solution architects, and customer departments to assess, plan, and implement new solutions based on business process analysis, methodologies, and principals.
  7. Manage the inventory of business processes across the City Enterprise.
  8. Discover the "why" of a requirement.
  9. Facilitate testing scenarios to ensure the why of the requirement is met.
  10. Mentor other business analysts and IT employees around using Business Analyst skills.
  11. Develop best practices around Business Analyst skill set for the City.
  12. Assist in Enterprise Architecture planning and execution.

Additional Duties and Responsibilities include:

IT Project Management Office (PMO) (one position):

• Project Request and Proposal development for project ideas submitted or requested. 

• Documentation: Maintain documentation of project proposals, and approval processes, visual roadmap plan.

• Assist the Roadmap Coordination/Facilitation: Ensuring that all projects and programs within the portfolio align with the organization's strategic goals and priorities. This involves regular reviews to confirm alignment and make necessary adjustments. 

Enterprise Resource Planning (ERP) Support (one position):

• Act as the expert-level business analysis for City’s ERP eco systems and collaborating with both internal stakeholders and external vendors. Ensure the City fully utilizes the capabilities of its ERP systems

• Maintain in-depth knowledge of labor laws and compliance regulations relevant to City of Minneapolis, particularly in the areas of human resources, finance, and payroll.

• Maintain a strong understanding of ERP systems configuration, user management, and troubleshooting, as well as with integration amongst other enterprise systems

 

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Business Administration, Computer Science or Public Administration

Minimum Experience: Six (6) or more years of related experience

Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. 

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.  This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.  If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

 

  1. Good knowledge of applications used by departments.
  2. Strong knowledge of business process modeling, business analysis tools and techniques.
  3. Good knowledge of Systems Query language.
  4. Strong verbal and written communication skills, good interpersonal skills, and the ability to work effectively in group settings.
  5. Proficiency in Case Wise-Modeler software, and a good knowledge of Word, Excel, PowerPoint, Access, outlook and Visio.
  6. Ability to quickly learn and gain knowledge of customer department business operations.
  7. Strong written and verbal communication skills and the ability to obtain business requirements for new/and existing reports and procedure changes.
  8. Good decision making and problem solving skills.
  9. Ability to multitask, prioritize, and coordinate on multiple projects.
  10. Excellent analytical, negotiation and presentation skills.
