Residential Appraiser
Purpose of Position
The purpose of this position is to appraise residential properties using mass appraisal techniques for tax valuation purposes under the direction of the assigned supervisor for Greene County.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Identify properties to be appraised on maps by use of legal description, review of building permits, and property appraisal records.
Collect field data to prepare and complete property records for the assessment of residential property and mobile homes.
Review market areas to determine boundaries, economic, environmental, and land characteristic influences.
Record data necessary for appraisals, including measuring structures, collecting detailed observations as to quality and type of construction components together with observed age and condition of improvements, and calculate actual and assessed valuation of same.
Appraise improved and unimproved land parcels, calculate land values by determining market value of comparable land, and applying approved land valuation models to subject site.
Operate computer to enter data from field review data and/or field computers into Computer Assisted Mass Appraisal System to generate property appraisals and assessments.
Defend assessments and appraisals by using standardized assessment methods.
Contact individuals and/or property owners to gather information pertaining to the valuing and listing of property for assessment purposes.
Develop and maintain positive professional relationships with the general public and other employees.
Answer public inquiries in and out of the office to provide information concerning property and valuations.
Perform other duties as necessary for the proper performance of this position.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Conduct property appeals.
Maintain knowledge of methods, techniques, and procedures utilized in appraisal of residential property for tax assessment purposes.
Maintain knowledge of and abide by state laws governing the assessment, and collection of information for real property assessment.
Maintain working knowledge of the geographic layout of Greene County aided by highway and street maps, topography maps, aerial photos, and plat maps.
Minimum Training and Experience Required to Perform Essential Job Functions
Vocational/Technical training in real estate or related field; four years responsible experience dealing with the public; or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Requires knowledge of PC operations in a Windows environment. Familiarity with computer spreadsheet or statistical applications preferred. A valid Missouri motor vehicle operator’s license required. State Residential Appraiser License preferred.
Willing to participate in International Association of Assessing Officers sponsored and other related training.
