This role involves highly complex and specialized engineering work. Duties include planning, coordinating, and reviewing the work involving stormwater project management, design and regulatory permitting of stormwater projects that reduce flooding. Assists in the development and review of laws and practices relating to the National Flood Insurance Program and the continued participation in the Community Rating System. Assists in the review of development related permit applications.
**Classification will depend on individuals' education, experience and years as a P.E.**
Essential Job Functions:
- Manages stormwater projects involving contract supervision of outside consultants’ drainage studies and design work; reviews project deliverables for consistency and conformity to contract documents, meets with consultants and citizens as necessary regarding assigned projects and watershed-specific outreach meetings and coordinates with County departments as needed for projects implementation.
- Designs drainage improvement projects for the Department of Public Works as needed regarding stormwater retrofits to reduce flooding and improve drainage.
- Secures regulatory approvals for assigned design projects, including Statewide Environmental Resource Permits (SWERPs) and exemption from permitting from the Southwest Florida Water Management District (SWFWMD), the US Army Corps of Engineers (USACE), or similar regulatory agencies, as needed. Coordinates easement procurement with the Pasco County’s survey and Real Property and Planning Divisions, including acquisition of property needed for stormwater management purposes.
- Conducts project cost estimates and bid document coordination as needed for assigned projects.
- Arranges and attends pre-application meetings with regulatory agency staff regarding exemption requests and SWERP applications, and investigates stormwater and flooding complaints, as assigned.
- As assigned, conducts specialized engineering analysis of complex stormwater management systems to support other County projects.
- Assists with record or as-built drawing reviews and Operation and Maintenance recertification document finalization, which includes signing and sealing those documents for Water Management District review as needed.
- Performs related work as required.
Knowledge, Skills and Abilities:
- Must have basic project management acumen and understanding of project management protocols, requires construction field experience and knowledge of the principles and practices of civil engineering and modern engineering procedures and techniques as they apply to watersheds and stormwater issues.
- Candidates should possess a strong foundation in surface water hydrology, hydraulics, and associated computer applications, including but not limited to Interconnected Channel and Pond Routing (ICPR).
- Must have functional experience with the runoff computation methods for flood hydrograph generation method and working knowledge of MODRET, PONDS or similar water quality treatment volume recovery analysis software. ArcMap and Geographic Information System and horizontal/vertical survey data, topographic maps (including drainage basin delineation) and maps capabilities are also desirable.
- Ability to work with engineers, planners, contractors, technicians, and clerical personnel.
- Must have the ability to present clear and concise reports orally and in writing which may include writing Standard Operating Procedures to document specific Division processes
- Functional understanding of the County’s Land Development Code, as relates to stormwater designs.
- Ability to work in a team environment and possessing people skills apropos of dealing with internal and external stakeholders and citizens.
- Ability to meet deadlines and handle stress.
Minimum Requirements:
PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written, and visual communication. Ability to sit, stoop, squat, walk, and stand frequently.
EDUCATION, TRAINING AND EXPERIENCE:
Engineer I
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or related field. Must demonstrate ability to supervise and manage individuals, teams, and projects. One (1) year of experience as a registered Professional Engineer required to which the position is assigned. Experience working with regulatory rules, standards, specifications and processes preferred.
Engineer II
Graduation from an accredited college with a Bachelor’s Degree in Civil Engineering or related field and three (3) years of experience in the field of civil engineering; specifically, in a regulatory or design capacity. Must demonstrate ability to supervise and manage individuals, teams, and projects. Two (2) years of experience as a registered Professional Engineer required to which the position is assigned. Experience working with regulatory rules, standards, specifications and processes preferred.
Engineer III
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or related field and five (5) years of experience in the field of civil engineering; specifically in a regulatory or design capacity. Must demonstrate ability to supervise and manage individuals, teams, and projects. Three (3) years of experience as a registered Professional Engineer required to which the position is assigned. Experience working with regulatory rules, standards, specifications and processes preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Registration as a Professional Engineer in the State of Florida.
