Why does the job exist?

This position reports directly to the Center for Public Health Operation (CPHO) Contracts Manager. This position will be responsible for providing high level business and administrative support to the Program Support Bureau and Center for Health Protection (CHP) within the Public Health Division (PHD), including coordination and management Medical Provider Agreements, General Service Contracts, and Statewide Price Agreements, Professional Service Contracts, Memorandum of Agreements, IT agreements, UNM agreements and other agreements. This position will process encumbrance transactions, log and monitor agreements from inception to completion. Works with Bureau, office and program contract liaisons to ensure that all types of agreements which include general service contracts, statewide price agreements, Professional Service Contracts, Memorandum of Agreements, IT agreements, UNM agreements and other agreements are submitted in a timely manner in accordance with the Administrative Services Division (ASD), Office the General Counsel, Office of the Secretary, Taxation and Revenue Department, Contracts Review Board, and Public Health Division prescribed time frames.

 

How does it get done?

This position is responsible for preparing the division's contracts from initiation to execution. This position is responsible for adding scope of work to contract templates and other documents, making sure budget table is calculated for accuracy, track payments, work closely with all divisions programs, Office of the General Counsel, Office of the Secretary, Administration Services Division, (ASD), Contracts Review Board, and State General Services Division, and Contract Supervisor to ensure all agreements are submitted in a timely manner in accordance with the ASD and PHD prescribed time frames. The incumbent will log all contracts, submit contract packet to Administration Services Division for final approval and execution. SHARE experience is required. Work with Excel spreadsheets and pivot tables.

 

Who are the customers?

The position works directly with Program Managers, Division Directors, financial staff and outside state agencies.

 

Ideal Candidate

The Ideal candidate must have knowledge in contracts and finance management.  This position must have experience in the NM State's financial system and be able to manage several priorities with short turnaround times.  This position must have experience with the NM state procurement code and Department of Finance and Administration rules and regulations.  This position must be able to provide expert advice on contractual agreements.

 

Minimum Qualification

Bachelor's degree in business administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

 

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
