CARB’s Air Quality Planning and Science Division is seeking a Branch Chief to oversee three supervised teams (or sections) of staff involved with collecting and analyzing air quality and air pollutant emissions inventory data using off-the-shelf and custom software tools, developing and maintaining public-facing database systems for data collection and dissemination, implementing an emissions inventory data collection regulation, and estimating emissions for use in CARB’s programs. In this role, you will use your breadth of technical, management, and interpersonal skills to meet a range of challenges, including for example:

• Building productive teams and a positive, collaborative working environment;

• Inspiring your team to implement new, creative approaches for analyzing and disseminating air quality and emissions inventory data;

• Building sustainable, collegial relationships within a large, public organization and with external local, state, and/or federal agencies;

• Development and implementation of emissions inventory data collection regulations and working transparently with a regulated community to overcome implementation barriers in a progressive, productive manner;

• Anticipating conflict and facilitating the resolution of internal/external conflict on both technical and policy matters;

• Working cooperatively with air districts in collecting emissions inventory and air quality data;

• Collaborating with teams having cross-cutting responsibilities to identify and mitigate duplicative or conflicting work;

• Data collection and analysis, including developing and assessing workflows, conducting quality assurance, and meeting specific client needs; and

• Familiarity with California Department of Technology (CDT) processes or protocols associated with updating or maintaining State software systems.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Standard office environment (artificial lighting, controlled temperature, etc.).  
  • Daily use of a personal computer, office equipment, and/or telephone.
