Duty Station- Olympia, Washington – Thurston County
Hybrid/Telework- While this position offers a hybrid work arrangement, the successful candidate must be available to report to the Olympia, WA headquarters as needed. The selected candidate may be able to telework/work remotely up to four (4) days per week at the discretion of the supervisor.
In-Training- We are recruiting to hire at the Contracts Specialist 1 or 2 level, and we will train a Contracts Specialist 1 up to the Contracts Specialist 2.
Salary- Depending on which level you are hired at, your salary range will be as follows:
Contracts Specialist 1: $ 4,093.00 - $ 5,501.00 monthly
Contracts Specialist 2: $ 4,740.00 - $ 6,384.00 monthly

As a key member of the Capital and Asset Management Program (CAMP), you will play an integral role in executing the Department’s capital budget program by providing journey-level public works contract administration.
Envision yourself drafting and finalizing agreements, advising staff on contracting procedures, and maintaining accurate records in the Novatus system to track project progress.
You will also be responsible for developing, negotiating, and administering contracts in compliance with state and local regulations, collaborating with project managers and engineers to facilitate bid advertising, contract processing, and award of contracts.
What to Expect-
Among the varied range of responsibilities held within this role, the CAMP Contracts Specialist 2 will,
Support Program Staff in Securing Public Works Contract Services and Professional Engineering and Architecture Consultant Services:
Pre-Award Tasks:
- Review requests for the procurement of construction, architectural, engineering, and other services as assigned.
- Assist with analyzing requirements to determine procurement methods; review sole source justifications and prepare documentation; assess applicability of public work requirements, including, but not limited to prevailing wage and bonding; and assist with alternative public works contracting methods in compliance with state law.
- Collaborate with project managers to define procurement requirements, including proposed procurement schedule, scope of work, specifications, evaluation criteria, pricing schedule, type of procurement process, subcontracting opportunities and requirements, contract terms, drawings and reference documents, and selection of evaluation committee members.
- Coordinate with project managers to complete and issue solicitation documents, and ensure adherence to contractual guidelines, policies, and procedures.
- Aid in the research, prepare, and issue solicitation and contract documents in accordance with Agency policies, federal and state laws, and regulations, incorporating provisions such as cost accounting standards and socioeconomic programs (e.g., Disadvantaged Business Enterprise and small business, sustainability).
- Help organize, coordinate, and manage the bid opening process and the proposal evaluation processes to select firms in the competitive range.
- Assist with analyzing bids for responsiveness, bidders for responsibility, and proposals for conformance with the solicitation.
Post-Award Tasks:
- Administer assigned contracts in accordance with contractual terms and conditions.
- Review and process invoices for payment consistent with contractual requirements and Agency's policies and procedures; and negotiates, reviews and processes change orders/contract modifications consistent with contractual requirements, Agency's policies and procedures, and applicable state and federal requirements.
Update Manuals, General Conditions, and Staff on the Latest Contract Rules and Regulations to Ensure Compliance:
- Assist with the development, review, and edit boilerplate documents (e.g., solicitations, contracts, letters, forms, and manuals) for accuracy and consistency on less complex or low to moderate risk contracts and agreements; research and update references to Revised Code of Washington (RCW), Washington Administrative Code (WAC), or Code of Federal Regulations (CFR) as needed.
- Support program operations, participate in committees, and prepare and present contracting status reports and correspondence.
WORKING CONDITIONS:
Work Setting, including hazards:
Office setting with an opportunity for teleworking.
Schedule:
Typically, Monday-Friday, 7:00 am to 5:00 pm. However, a varied schedule may be required including working Saturday or Sunday and over forty hours a week.
Travel Requirements:
Some travel may be required throughout the State to attend training, meetings, and project site visits.

QUALIFICATIONS:
This Contracts Specialist 2 series provides mentoring and career development opportunities for candidates with limited experience.
Candidates will be hired as a Contracts Specialist 1 or 2 dependent on skills and experience.
Advancement from the Contracts Specialist 1 to Contracts Specialist 2 requires successful completion of the In-Training Plan, which will be provided upon hiring.
Required Qualifications for the Contracts Specialist 1:
One (1) year of contracting experience in procurement, public works, architecture and engineering (A&E), goods and services, or related activities.
Experience:
- Working with representatives of business, the professions, and institutions, to develop the requirements and terms of contracts.
- Developing and editing contract specification documents.
- Understanding and interpreting regulations, policies, and preparation of contracts and agreements.
- Identifying areas and incidents of non-compliance with existing contracts.
- Communicating effectively orally and in writing.
Required Qualifications for the Contracts Specialist 2 (Goal Class):
Two (2) years of contracting experience in procurement, public works, architecture and engineering (A&E), goods and services, or related activities.
Experience:
- Working with representatives of business, the professions, and institutions, to agree on terms of contracts.
- Assuring compliance with terms of contracts, agreement, etc., and obtaining timely delivery of goods or services at the most reasonable prices.
- Understanding and interpreting regulations, policies, and preparation of contracts and agreements
- Identifying areas and incidents of non-compliance with existing contracts.
- Communicating effectively orally and in writing.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
- A Bachelor's degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field.
- Two (2) years of experience in negotiating, administering, or terminating government public works contracts, contract property management, contract cost or price analyses or contract compliance administration.
Experience with:
- Public works, construction, and/or architecture and engineering contracts.
- Microsoft Office Suite Products.
- Novatus Contract Management System.
- Washington Electronic Business Solutions (WEBS).
- Smartsheet.
Knowledge of:
- Regulations, policies, and procedures for preparation of contracts, agreements, etc.
- Business and professional services, practices and trends, sources of supply and cost factors, contract terminology and development.
