Water Treatment Plant Operator I/II/III
Position
This recruitment is being conducted to establish an eligibility list to fulfill current and future needs during the life of the eligibility list (up to one year). There are currently two (2) full-time vacancies.
Under general supervision of the Water Treatment Supervisor and technical lead of the Senior Water Treatment Plant Operator, a Water Treatment Plant Operator I, II, III operates and maintains the Westlake Filtration Facility, the pumping plant and the Las Virgenes Reservoir. As necessary, the Water Treatment Plant Operator I, II, III is required to work extended shifts and/or split schedules on a 7 days per week basis, after-hours, on-call periods and during other unusual or emergency conditions.
The Water Treatment Plant Operator I, II, III also may operate the potable and recycled water distribution systems when the Westlake Filtration Plant is offline or as required by the Water Treatment Supervisor.
A Water Treatment Plant Operator III exercises independent judgement and discretion and may have a greater scope of responsibility. The Water Treatment Plant Operator III is the fully experienced, journey level class. A Water Treatment Plant Operator II takes directions from the Water Treatment Operator III and Senior Water Treatment Plant Operator. The Water Treatment Plant Operator II is an apprenticeship class. A Water Treatment Plant Operator I is an entry-level class. Water Treatment Plant Operators are expected to develop additional skills to meet changes in water industry standards, practices, procedures and advancements in technology.
Upon meeting the performance standards, certification and competencies, an employee is flexed to the II or III level.
These positions reside in the Water Treatment section; however, they may be expected to perform duties in the distribution or construction sections depending upon the needs of the District.
The Recruitment Process Will Consist Of An Application Screening, 1st Round (structured) Interview, And 2nd Round (selection) Interview. The Tentative Date Ranges For The Interviews Are Listed Below

Essential Duties
Operate the pumping plant and the diatomaceous earth filtration and disinfection processes at the Westlake Filtration Plant manually or through SCADA in order to provide potable water that meets all drinking water standards.
Maintain water quality; regulate the flow of chemicals and coagulants throughout the unit processes.
Collect process and reservoir samples, (bacteria, algae, general mineral, and other required physical samples) for laboratory tests; perform routine laboratory analyses (pH, color, odor, total and free chlorine residual, conductivity, monochloramine and coliform bacteria).
Maintain the plant and reservoir security, grounds and buildings.
Collect weather data, rainfall and other information; collect and record seepage flows from dams and tanks; operate inlet/outlet valves; operate aeration system and equipment; apply chemical treatment for algae control.
Read and interpret instrumentation on equipment and unit processes that are recorded in the field or in the computer control system; maintain records; enter and retrieve data from the computer and prepare reports.
Inspect, test and maintain miscellaneous equipment, (lubrication, cleaning and septum rehabilitation or replacement) at the Westlake Filtration plant; evaluate maintenance needs and report findings
Perform or coordinate the maintenance and repair of pumps, pressure regulators, motors, natural gas engines, chemical metering pumps and other equipment.
Launch, operate and maintain the reservoir sampling and work boats.
Operate the potable and recycled water distribution systems, in manual or automatic mode using SCADA; adjusts water flows to the distribution system.
Performs work in a safe manner at all times; complies with safety and health policies, procedures and practices; attends and completes all mandatory safety training courses and events; and works to insure the safety of co-workers and the general public.
Qualifications
DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS
• Principles and regulatory requirements relative to water treatment plant operations, water processing equipment, potable water reservoirs, and water distribution operations;
• Purpose and safe use of various hand and power tools and equipment employed in basic repair and maintenance work;
• Principles, methods, tools, and equipment employed in the repair and maintenance of water processing equipment (generators, air compressors, filters, filter presses, centrifugal and other types of pumps, motors and other equipment);
• Safe work practices relative to working in confined spaces and with hazardous materials and chemicals;
• Principles of computer control system (SCADA) operation and report preparation.
ABILITY TO
• Perform manual labor; use basic hand tools; perform repair and maintenance tasks;
• Direct activities of a small work group;
• Implement and practice appropriate safety precautions and procedures;
• Operate, repair, adjust and maintain water treatment plant equipment;
• Understand the regulatory requirements for water treatment plant and water distribution operations;

• Understand and carry out complex oral and written instructions;
• Read and understand process operation manuals and equipment maintenance manuals;
• Establish and maintain cooperative working relationships with employees, supervisors, customers and the public.
Physical And Sensory Requirements
• Sufficient eyesight to read standard text, meters in instrumentation, and data on computer terminal screens;
• Ability to speak and hear at normal conversational levels in person and over the telephone;
• Manual dexterity to use hand and power tools;
• Ability to reach, bend or stoop in performing work;
• Ability to lift and carry up to approximately forty pounds of equipment and/or materials;
• Ability to swim in the event of falling into the reservoir.
Training and Experience Guidelines
Required
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:
EDUCATION:High School diploma or equivalent is required.
Experience
Water Treatment Plant Operator I - Two (2) years of experience in working in a construction or mechanical repair activity.
Water Treatment Plant Operator II - Two (2) years of experience in the operation and maintenance of a water treatment plant or distribution system.
Water Treatment Plant Operator III - Two (2) years of experience in the operation and maintenance of a water treatment plant with one year as a T2 operator.
Required Certifications, Licenses, And Registrations
A valid California Class C driver's license must be maintained at all times.
Water Treatment Plant Operator I - Possession of a State of California T1 Water Treatment Certification.
Water Treatment Plant Operator II - Possession of a State of California T2 Water Treatment Certification.
Water Treatment Plant Operator III - Possession of a State of California T3 Water Treatment Certification.
