Administrative Rules Coordinator

Work Location: Salem/Marion or Portland/Multnomah; hybrid position

 

What you will do!

The OHP Community Engagement team is responsible for Medicaid Division Rules oversight and coordination. Specifically, chapter 410 of the Oregon Administrative Rules contains 38 divisions and covers Oregon’s medical assistance programs (Medicaid, Children’s Health Insurance Program, Healthier Oregon, Basic Health Program, and more). 

 

The primary purpose of this position is to serve as the Administrative Rules Coordinator in the rulemaking process for the Medicaid Division. This position will coordinate and oversee all administrative rulemaking activities for the rules in OAR chapter 410 and act as the primary resource person and technical advisor to Medicaid staff, partners, the public, the Secretary of State, and the Office of Legislative Counsel on all administrative rulemaking activity.  Toward this aim, this position will evaluate the Oregon Revised Statutes and rules and develop and recommend rule or policy and procedural changes. Specifically, this position will review all proposed rules for clarity, readability, completeness, comprehension, and statutory compliance as well as interpret and research rules and statutes for Medicaid staff, partners, and the public as requested. The position will identify operational needs and adapt and design methods for rule writing procedures, create and maintain documentation for the rulemaking process, and work with program managers (policy analysts) and rule committees to coordinate administrative rule revisions. 

 

At a broader level, this position will initiate and coordinate agency rulemaking projects to comply with both agency and program goals, coordinate and make timeline schedules and direct the rulemaking process, and document rule changes and train Medicaid program managers (policy analysts). In addition, this position will represent the agency as hearings officer during the administrative rules hearing process.

Minimum Qualifications

Any combination of experience or education equivalent to three years technical-level evaluative, analytical and planning work.

Essential Attributes:

  • Experience supporting the implementation of policies, projects and programs at the community, state, and/or national level that advance health equity, address systemic health disparities, and elevate the voice of community and those with lived experience.
  • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes (or another state equivalent), other applicable regulations, and program requirements.
  • Experience developing and providing planning tools, documents, data, and meeting coordination to facilitate collaboration and decision-making.
  • Ability to demonstrate advanced Microsoft Excel, Word, Outlook, and use of collaboration tools such as Microsoft Teams, SharePoint and Smartsheet.

  • Preference may be given for the ability to read, write, speak and interpret English and one of the 5 most common languages in Oregon other than English (Spanish, Vietnamese, Chinese, Russian, and Korean) with full proficiency.

  • Knowledge of federal requirements, state rules and program requirements for the Oregon Medicaid Program.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid administration in Oregon and relational landscape of key partners, providers, community based organizations, and advocacy groups.
  • Ability to explain and offer expert level technical assistance on rules, policy, and procedures.
