CDPH’s programs include: Women, Infant, and Children (WIC) nutrition and education programs; genetic disease screening; food and safety; medical marijuana identification card program; maintenance of birth, death, marriage certificates; licensure and regulation of healthcare facilities and clinical laboratories; programs to assess, prevent, and interrupt the transmission of HIV/AIDS; tobacco control programs; nutrition education and obesity prevention; prevention and control programs targeting chronic and infectious diseases; gambling addition prevention; licensing and inspection of radioactive materials and X-ray producing machines; regulations of medical waste industry and commercial shellfish operations; testing of drinking water to measure chemical, microbiological, and radiochemical contaminants; and many more.

The HRD’s Performance Management Unit (PMU) is seeking a highly motivated, enthusiastic, customer service and detail-oriented Performance Management Analyst (Staff Services Analyst/Associate Personnel Analyst) to assist managers and supervisors in the appropriate and timely application of the California State progressive discipline process and addressing the most sensitive/complex concerns related to performance and conduct in the workplace.

Under the supervision of a Staff Services Manager I, PMU Chief, the Staff Services Analyst (will consider Associate Personnel Analyst) provides guidance and information regarding all aspects of employee concerns related to performance and conduct in the workplace. This includes, but is not limited to, assistance regarding best practices in avoiding and resolving employee concerns, issuance of counseling memoranda, probation reports, and annual performance appraisals, as well as formal actions such as adverse action, rejections during probation, Absent without Leave (AWOL) separations, medical actions, and other employment actions. This position also collaborates with the Training and Recruitment Units in the development and delivery of trainings on performance management topics.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong written and verbal communication skills.
  • Ability to analyze and make recommendations to solve complex matters.   
  • Knowledge and/or experience with Performance Management and/or Progressive Discipline.
  • Human Resources experience.
  • Ability to perform research in various personnel fields.
  • Ability to organize and establish workload priorities, manage multiple assignments, and work well under pressure.
  • Knowledge of Trauma-Informed practices within the workplace.
  • Experience with computer programs such as Microsoft Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.
  • Experience interpreting and applying government laws, rules, policies and regulations.
  • Ability to handle confidential and sensitive situations with tact and diplomacy.
  • Good attendance.
