ASSISTANT ENGINEER I - DEVELOPMENT

THE POSITION:
Under general supervision, assists in various engineering activities ranging from plan preparation and review to contract administration; performs related duties, as required.

Essential duties and responsibilities may include, but are not limited to the following:
- Meet with developers and City staff from Engineering, Planning, Building, and Fire to review proposed private development projects.
- Assist with plan review of all civil improvement plans.
- Assist with reviews of preliminary drainage studies, traffic studies, water, and sewer feasibility studies.
- Assist with writing preliminary submittal comments and Conditions of Approval (COA) for Planning Commission review of site plans, parcel maps, tract maps, and other development approvals.
- Review Storm Water Pollution Prevention Plans (SWPPP), Post Construction Measures Plans (PCMP), Water Quality Management Plans (WQMP), and Final Drainage Studies.
- Research the current Storm Water Management Plan (SWMP) and Municipal Separate Storm Sewer System (MS4) Permit to ensure standards adherence.
- Assist with the coordination of encroachment, utility, and transportation permits.
- Assist in resolving problems regarding field issues during construction of infrastructure for private development projects.
- Conduct infrastructure improvement plan reviews for adherence to City standards and requirements.
- Interpret parcel maps and final maps.
- Ensure all security, surety for all public improvements are in place.
- Ensure all required and necessary documents, various agreements, easements, vacations, access, and dedications are executed and properly documented.
- Review and check title reports and enclosed documents.
- Estimate costs of construction materials and calculate project quantities.
- Check various assessment fee district maps and diagrams.
- Coordinate activities with other City departments or external agencies.
- Review resource agency permits for applicable conditions that apply.
- Assist with preparing development staff reports regarding securities and assessment districts.
- Respond to questions and inquiries from various individuals, groups, organizations, or companies regarding a wide range of engineering topics and issues.
- Create and update various drawings and maps of utilities.
- Attend various internal and external meetings regarding engineering topics or issues.
- Safely operate City vehicles and equipment.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience Guidelines:
Bachelor’s Degree in Civil Engineering or a closely related field from an accredited college or university OR an equivalent combination of education, training, and experience. For the purpose of determining equivalency, Bachelor’s Degree in Civil Engineering or a related field such as Architecture, Construction Management, or Structural Engineering or a closely related field from an accredited college or university AND two years of progressively technical experience in civil plan check or building construction, preferably within a public agency.
License and Certification Requirements:
- Must possess a valid California class “C” driver’s license upon hire and maintain throughout the length of employment with the City of Victorville.
- Engineer-in-Training or Land Surveyor-in-Training certification highly desirable.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a variety of environmental conditions, both indoors and out, with exposure to wide temperature variations, noise, vibrations, fumes, grease, machinery and its moving parts, odors, and dust. Work is performed in person; telecommuting is not permitted. Physical demands require bending, stooping, and frequently lifting moderately heavy and heavy objects. Must be able to lift up to 50 pounds. Incumbent must be able to see and hear in the normal range with or without correction and communicate verbally and in written form with great facility and must be able to be understood. Incumbent must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts.
