Information Technology Specialist II

The California Air Resources Board (CARB), referred to as "The Board", is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California.  The Board's scientific and technical programs rely extensively on web-based information systems.  

The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies (IT) available to achieve CARBs program goals. The mission includes ensuring that such technologies are professionally managed, properly maintained and efficiently used. 

Within OIS, the Enterprise Systems Management Section (ESMS) has responsibility for designing and supporting CARB’s enterprise architecture, including cloud environments, application, web, and database servers and the system software and networks used to host all of CARB's complex information systems. CARB's 120+ business applications capture, process, report, and manage collected air quality data, perform scientific modeling of air quality and meteorological data to assess the extent of the State's air quality problems, develop and maintain annual emissions inventories used to develop State Implementation Plans, and provide registration and tracking of the performance and compliance of regulated parties whose businesses affect air quality. ESMS responsibilities include the analysis of technical requirements, design and development of technical architectures and specifications, integration of database systems with custom and commercial applications, and the administration and maintenance of both physical and virtual servers and both wide area and local networks.

The Information Technology Specialist II (ITS II) in ESMS supports complex enterprise network environments including, but is not limited to, firewalls, switches, load balancers, Wireless Access Points, Wireless Controllers, network access control (NAC), and network monitoring tools. The ITS II acts in a lead capacity on complex network infrastructure projects. The ITS II provides networking expertise to technical staff and consultants who manage, support, maintain, secure and optimize the CARB network infrastructure. Administers all aspects of data center network infrastructure administration at CARB locations and cloud environments and collaborates with the Enterprise Server Group and Security Operations Section. Consults with and provides guidance to Information Technology (IT) and program staff for all network infrastructure workloads, including technical requirements development, building and deploying network systems, monitoring, tuning and troubleshooting the network infrastructure for optimal performance and system availability.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
