JC-475822 - Attorney IV

The Office of Legal Services (OLS) provides comprehensive legal support and services to California Department of Public Health (CDPH) programs and leadership. Together, we promote CDPH’s mission to advance the health and well-being of California’s diverse people and communities. OLS is comprised of four legal teams: the Operations and Administrative Litigation (OPAL) team; the Public Health Programs (PHP) team; the Center for Health Care Quality (CHCQ) team; and the Regulations, Privacy and Special Projects team. This position is for the Public Health Programs (PHP) Team, which provides in-house legal advice and representation to a wide variety of CDPH programs.  

The Office of Legal Services (OLS) for the California Department of Public health (CDPH) has an opening for an Attorney IV to support the Department’s programs on a variety of matters, including chronic disease prevention, emergency preparedness, environmental health, family health, food safety, health equity, infectious disease control and prevention, laboratory services, and vital records and statistics. This position advances the Department’s mission and strategic plan by handling the more complex and sensitive legal work that have significant fiscal, policy, and political impact on the Department. The position also requires knowledge and experience with statutory and regulatory requirements for the conduct of state business, including those for contracts, information management, public records disclosure, open meeting laws, the review and drafting of legislation and regulations, and such other legal issues as may arise.  

The Attorney IV may serve in a lead capacity in advising the Governor's Office and Executive Staff in the California Health and Human Services Agency and CDPH Directorate in assigned project areas, to review the work product of other attorneys, and to provide training and consultation to Department staff, including other attorneys.  The Attorney IV may also serve in a lead capacity in providing direction and advice to PHP staff attorneys on the legislative process and analysis and drafting of legislation.

The ideal candidate should have excellent analytical, research and communication skills (both written and oral), a demonstrated ability to prioritize workload, manage multiple projects with short-term deadlines, a practical problem-solving approach and a willingness to consider different ideas and find solutions. The ideal candidate also possesses strong knowledge of California's privacy laws, California state contracting and administrative laws, California's Public Records Act; be able to perform difficult legal work, draft legal opinions, be able to analyze proposed legislation and regulations, negotiate effectively and present legal opinions/recommendations clearly and logically in both verbal and written form; be capable of functioning reliably and independently, exercise discretion, and be able to complete the work required within strict time requirements, or on an expedited basis.

Leadership and/or Management experience are a plus.
