JC-475871 - Enterprise IT Acquisition Section Chief

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.

Under the general direction of the Information Technology Manager II (ITM II), Chief, Enterprise Portfolio Management Office (ePMO) Branch, the Information Technology Manager I (ITM I) serves as the Section Chief of Enterprise IT Acquisitions (eITA). The ITM I develops plans, organizes, and manages work activities in support of a variety of IT services such as procurement, contract, budget, establishment and maintenance of standards, and maintenance on enterprise changes.  The ITM I is a section manager and direct eITA staff in the development, approval, and procurement of IT including software, hardware, and service contracts. This position will also manage staff, oversee IT standards, changes to those standards, and forecast budget of IT expenditures.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with procurement Rules, Laws, and Regulations.
  • Experience in developing Statement of Work.
  • Experience with leverage procurement processes.
  • Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
  • Proficient understanding and experience using the California Project Approval Lifecycle (PAL) process.
  • Experience managing, leading, and communicating effectively with large teams in a complex matrix organization.
