JC-475973 - Contract Analyst

The Genetic Disease Screening Program (GDSP) of the California Department of Public Health works to protect and improve the health of all Californians. We run the largest screening program in the world and set the standard in delivering high-quality, cost-effective genetic services to all Californians. The mission of GDSP is to “serve the people of California by reducing the emotional and financial burden of disability and death caused by genetic and congenital disorders.”

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing duties related to contract oversight and purchase orders procurement that support the Newborn Screening and Prenatal Screening programs of the Department.

The candidate works under the direction of the Staff Services Manager (SSM) I, Business Services Unit (BSU). The Associate Governmental Program Analyst (AGPA) performs the more responsible, varied, and complex technical analytical staff services assignments related to the procurement of various types of services such as, contracts, procurement, revenue collection, communication, information technology and administrative maintenance services. The AGPA independently provides operational support and program service duties with a high level of complexity and will utilize a wide variety of analytical techniques to resolve complex contracts and purchase order related problems and disputes; develops and evaluates alternatives, analyzes data and presents ideas and information effectively both orally and in writing; consults with and advises administrators or other interested parties on a wide variety of subject-matter areas related to contracts and procurement process. Develops and provides oversight of the procurement review and approval process, including review and approval process for invoices.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
