Supervising Administrative Analyst (Accounting Systems)

Salary: $9,293.00 - $11,078.00 per Month

Important: This position is eligible for an additional 15% recruitment and retention pay differential (10% in the first year, and 15% in the second year).

Responsibilities: 

  • Develop and communicate assignment scope, objectives, and budget requirements to assigned staff. 
  • Administer the federal Cash Management Improvement Act and related functions
  • Responsible for statewide policy development and accounting sections of the State Administrative Manual (SAM)
  • Responsible for reviewing and approving departmental requests required by accounting policies
  • Consults and resolve fiscal policy issues with state departments.
  • Oversee and administer the statewide fiscal manager training for budgeting and accounting supervisors, managers, and chiefs.
  • Oversee Budget Change Proposal (BCP) reviews for accounting resources
  • Develop, write, interpret, and clarify state and federal fiscal policy and procedures.
  • Research current statewide policies, procedures, and practices and develop the appropriate responses, verbal or written, to requests for fiscal policy and procedure interpretation.
  • Assist in promoting and advancing the vision of a premier accounting consulting entity, including but not limited to establishing a forum to exchange ideas, address common interests and concerns, and review non-routine updates, as needed.

 

Experience Requirement: 

Either 1

One year of experience in California state service performing duties of a Senior Administrative Analyst (Accounting Systems).

Or II

Experience: Five years of progressively responsible technical accounting experience, at least three years of which must have involved responsible participation in devising and installing major accounting systems, including two years of experience in a supervisory capacity. and

Education: Either

1. Equivalent to graduation from college, with specialization in accounting; or

2. Completion of either:

a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, cost accounting business law; or

b. The equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law. Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.
